If you maintain the person responsible user details in the configuration, it will give the CO document posted details to the person responsible of the controlling area. If you find any dependency, you can rectify that.
But it is optional field, not mandatory.

Please understand the concept of Batch status management functionality. Using Batch status, you can decide whether the batch is usable or not with in the Batch management.
Your requirement is no where possible with in Standard SAP.
Can you tell us what action your Client will perform after moving the Batch from Unrestricted to Restricted? Is it because the Batch got damaged and should not be used in Inventory management?
If that is the case, you can implement Split valuation and create Valuation types as NEW, DAMAGED, REFURBISHED etc and move the stock from NEW valuation type to DAMAGED valuation type using MB1B / MIGO 311 movement type.
Another option is to create a Scrap code and transfer the stock from the Main Material to Scrap Material using 309 Movement type.

There is no option to delete the entries based on request.
